You could add Hamburg to the list of forces with a definite racism problem (remember the emetics stuff?), and others, such as Bavaria, well not so much racism but general police state attitude. They’re also pretty letter of the law, while the eastern cases are by and large egregious law breaches. Hamburg’s police doesn’t really fit the city, TBH, I blame Schill.
